The project was carried out by Civil Initiatives Development Centre CRIS in cooperation with both Silesian and Jagiellonian universities.
Donation system in silesian cities needs evaluation. The scope of the project included examination of contest procedures, as well as comparison of authority's policy regarding the organisations with strategic documents of the communities. In result we count on working out a recommended way of spending public funds on donations for non-governmental organisations with regard to city's strategic plans.
A research team consisting of four scientists from universities of Silesia, as well as Jagiellonian is responsible for research and it's methodology. During the project it will diagnose the existing situation by analysis of grant contests organised in the last year. In the second stage of the research members of organisations and representatives of authorities will be “examined” by interviewers. Gathered data will allow to draw conclusions about the donation system. At the same time this will be material for a group of experts consisting of representatives from both sectors and the scientists who carried out the research. It will point out weak and strong sides of the existing donation system and shall develop recommendations allowing improvement of collaboration between cities and non-governmental organisations.

- Increase of knowledge about public funds spending in selected cities of Silesian voivodeship;
- Change of stance of local government's civil servants and non-governmental organisations towards evaluation process in selected municipalities of Silesian voivodeship;
- Improvement of public money spending management in selected cities of Silesian voivodeship;
- Improvement of collaboration between non-governmental organisations, local government administration and representatives of academic world.
