"Eighteen in the web – arrangement of non-governmental organisations" project took place since early October 2008 until the end of November 2009. The project enabled creation of a network of Third Sector Incubators within the area of four voivodeships (silesian, opole, świętokrzyskie and subcarpathian).

Idea
Incubators are institutions, that help to start new associations and foundations, proper functioning of which determines the quality of civil society. From CRIS experience we conclude, that only new organisations can restore the spirit of activity and change the social reality according to good European standards. The voivodeships in which incubators will be created were not chosen randomly – in social activity rankings they have been rated as the worst. There will be 18 new incubators in overall – hence the title off the project.

Goals
The project assumed reinforcement and expansion of the non-governmental organisations network supporting the third sector and civil economy. The goal of the project was to increase the number of non-governmental organisations and support for organisations both small and new, as well as initiative groups. Every incubator's offer includes a training program, possibility of meeting with an advisor and making contacts with organisations from whole region. Help given by the incubator's staff was free of charge.

Actions
Through both informative and recruiting campaign small organisations and other entities will be selected to make an arrangement. As the result of this arrangement they will be given essential help, including invitation to trainings and courses that shall further improve their competences.

Incubators will conduct counselling function. Three publications shall be published concerning the creation of local partnerships, cooperation among sectors and incubators. In addition networking meetings will be organised for incubators in order to introduce common norms and work standards.
